Here in St.Catharines,(The Garden City) of Canada we have always had water 
restrictions. Mostly using the odd and even house number method. In the last 
few years we have had no water restrictions It is very simple it is a money 
grab for the Regional  Government. How does this work? You raise the water 
rates astronomically and put a 100% sewer surcharge on every drop of water 
you use. The result is a 100% profit on all water that does not go down the 
drain. Watering the garden results in 100% profit. Politicians have finally 
found a way to tax the sweat on your brow. I have told my listeners, garden 
but do not sweat. The overall result is a very brown Garden City! The rich 
people are obvious by there green lawns Who are you going to rob? The rich 
people with green lawns pretty flowers and an expensive car in the garage. 
Talk about making yourself a target.
