Suzi is on to something!
Liquid Fence seems to help discourage cats. I live in the city and spray
it on the fence and wall they use as a pathway. Also spray it around the
pot they like to sleep in.

I have found a device called the Scarecrow to be very effective against
cats, dogs, deer, and raccoons. It is basically a powerful sprinkler
with a motion sensor. Connect a hose line, adjust the sensitivity and
range, and when it senses anything moving within its range it activates.
It shoots a jet of water at the target area while making a
clickety-clack noise.
You do have to remember that it is on, and warn your garden friends!
