Sunset zone 11
I lived in Sunset zone 11 for eight years. It's high desert, it does freeze in the winter on occasion, it gets some snow from time to time, and the summers are mostly warm and pleasant. A temperature of 90 with a humidity of 9 is very livable.
The best choices are natives, and the best source of information (as always) is the local nursery. Given the climate and the landscape, pansies and snapdragons would live, but would be embarrassingly out of place. Some good choices are desert marigold, some phacelias, evening primrose, local coreopsis, and gilia davy. California poppy always works.
