You can find just about all the information you want on these programs by going to the dpreview.com site

There is a very active forum called PC tools which deals with exactly the issues you are interested in.  You can do a search on one program (such as ACD-See) and see the remarks and comment...even reviews and links to reviews on that program.  If you register in the forum (easy and free) you can post your   question and you'll get answers from people who have used the program, love it and or hate it...and they'll tell you why.  Give it a try.

If you post the general question as to what's the best program for your needs..as you stated...I suspect the bulk of responses will be steering you to a program called Imatch (Imatch.com).  This is the most powerful program available and is used throughout the world.  It's very inexpensive, you get free updates and there is a tutorial and manual that you can print out and put in a binder.  The program is as simple or as complex and you want it to be and it seems to get rave reviews.  You can download a 30 day trial copy.  Be warned though...you need to spend some time learning it...but once you do both you and your husband will probably find it invaluable.  It's an extremely powerful database with open source code so you can change it, add to it or simply leave it alone.  There's also an active user's group that will help you with any problems and the author is very accessible...that's write...the guy that wrote and maintains the program act ually answers you email.  Unheard of.

There are about a half dozen other programs, but in three years of watching this forum Imatch seems to run far ahead with honors.
