The American Horticultural Society in Alexandria, Virginia should be able to help you. The National Horticultural Magazine was published by AHS and the name was changed at some point to the American Horticultural Magazine (and thereafter changed again a couple of times). AHS has a library in Alexandria and back issues of all its publications should be available there. I would imagine they'd be very cooperative in providing you with a copy.

AHS is at 703-768-5700 or, toll free, 800-777-7931 (www.ahs.org).

If they don't have it, a good university with an agricultural and/or horticultural college attached should be able to help you. For example, the Elisabeth C. Miller Library, Center for Urban Horticulture, College of Forest Resources, University of Washington, has issues from Vol. 6, #2 (1927) through Vol. 38, #4 (1959). Unfortunately, they will be closed for renovations until January 9, but some other university or botanical garden, such as Brooklyn Botanical Garden should have it.
