Having spent 27 years as a unionized Civil Servant, believe I can relate. 
One thought, a belief if you will, remains with me to this day. There is a
3rd alternative. Management and Union of plants can work together with a
desire to become more than the 2 parts. To become more than compromise.
 
Perhaps a way to use the manure present in Government management among grass
roots movements?
