Correct.  The one about Congress goes something like, 'Imagine you are an 
idiot.  Now suppose you are a member of Congress.  But I repeat myself.'

PS: Ever visit the Mark Twain House in Hartford, CT?  His mantelpiece was 
carved by Lockwood deForest, who also has a trailing rosemary named for him.  
I once tied those two factoids together in a story, years ago, but never sold 
it.  That was several computers ago, so it's on a 5 1/4" floppy somewhere.  
Might as well be in Cuneiform.
