You have a dilemma.  If a gardener were to plant true
drought-tolerant and dry soil plants for one season of
drought there, the plantings may be in trouble in your
average years of rainfall.  

I have, to help alleviate this dilemma, kept that in
mind when preparing the list.  The plants on the list,
although naturally drought and dry soil tolerant, are
quite adaptable and will do fine during average to wet
years or in wet (not boggy) soils or in heavy soils.

It could be, after all is said and done, that what you
might want to recommend is for the home gardener to
avoid planting any permanent, long-term plants and to
stick with annuals, some bulbs, and quick perennials
to slide them through this temporary condition.

3)  Almost all of the plants on the list will do well
anywhere in the "East".  A few would be happiest south
of USDA Zone 6-ish and a fewer still would be happiest
north.
