Well, no.  Not really.  Someone who knows how can take the
disc out and put it in another PC with the same operating
system although this isn't usually necessary.  Usually a
knowledgeable person can repair the operating system fairly
easily.

My husband is a PC consultant and does this routinely, for a
modest charge per hour.

You can have a pc customized to have a removable cartridge with disk for both the operating system and the data disk.  I did this with mine. Was I ever happy I did this when one of the op systems died, I just pulled out the case, put in the alternate, and was back up in 2 minutes. 

This is true, of course.  A second hard drive within the PC
offers almost the same degree of security (not quite the
same degree of security, because the PC could get fried by
lightning).
