"An Herby" vs. "A Herby"


This has nothing to do with Volkswagens or Valentine's Day. I want to know who removed the H from spoken words like "herb" and "historic". 
I used to think the French were responsible for this elision, but most Canadians I know say "herb," not "erb." And "istoric" sounds downright Cockney. Does anyone ever go down in istory? I think not.
The silent H has become so pervasive that I have to remind myself to pronounce it, and some audiences look at me oddly when I do. Where the H did the H go? I want it back.
