I completely agree with Carol.
Applying new information to your own situation means determining whether
or not the information is applicable. For garden writers and readers,
this means finding out what part of the world is being discussed. Many a
time I have read about plants I had never before heard of and lusted
after, only to check the country of publication to find out that it was
England or South Africa or some such area where conditions were
completely different from those of Boston. I think it is good policy for
a writer to make it clear but it is also important for the reader to take
some responsibility too. Of course, in publications which are catering to
all levels of gardening expertise, the novice gardener is too
inexperienced to make that leap for him/herself.
