I suspect the bulk of responses will be steering you to a program called Imatch (Imatch.com). This is the most powerful program available and is used throughout the world.
The correct URL for iMatch is <http://www.photools.com/>
I haven't used it, but it appears to be a highly capable cataloging and photo editing program. The $50 price is extremely reasonable, but as a Mac user, I'm disappointed that it is for PCs only.
I'll continue to use Extensis Portfolio (www.extensis.com) which is fast and capable at $200 ($150 on sale from time to time, or bundled with other software). Portfolio 6.0 includes a compact version that you can copy to CD along with the images you send to an editor or others.
I have ACD-See and find it slow and clumsy, occasionally freezing or crashing my Mac. For the same $50 for ACD-See, I'd recommend a PC user try iMatch for 30 days free then spend the $ if you like it.
Happy New Year to all!
