Sorry to disagree, but you need the 40s because they work better. They still need to be replaced every season, or you won't get the light output you need. The old ones are ok for other uses, like lighting your workbench.

I get kind of tired of seeing this chesnut repeated over and over again by people who have not tested it. In fact, for seed starting, two cool whites are all you need. In fact many plants (like tomatoes) prefer them. If you alternate one cool and one warm, and watch your seedlings, you'll note that they lean towards the cool bulbs. Paying the premium for warm bulbs is a waste of money, and may be detrimental to seed starting.
