business license

My original question about freelancers and business licenses stemmed  
from a magazine's business office being audited by the state of  
Washington. The state told the business office that anyone the  
magazine paid ("contract labor workers") needed to have a UBI  
(Unified Business Identifier) number. I believe the state is trying  
to scrape up any revenue it can (there's a $15 fee for filing).
