business license issue

Marty Wingate writes that she raised the issue of business licenses  
for garden writers because a publication in Washington state was told  
to require business licenses for freelancers it paid. Marty wrote:The  
state told the business office that anyone the magazine paid  
("contract labor workers") needed to have a UBI (Unified Business  
Identifier) number. I believe the state is trying to scrape up any  
revenue it can (there's a $15 fee for filing).

Nancy Szerlag said she thought it was not for revenue, but to allow  
the state to collect taxes on writers' incomes.

Well, no. Washington has no state income tax.

As an old retired bureaucrat, I suspect the reason is mindless  
bureaucracy.
