Photo sales

Dear Friends,
    I'm getting deafening silence every time I ask about negotiating 
photo fees for a buyer that insists on buying non-exclusive perpetual 
rights with no reuse fees.  So instead of mentioning numbers, would you 
be willing to suggest how many times the base fee would be a reasonable 
one-time fee for the rights to reuse the photos in perpetuity.  Bear in 
mind that a photo might be used as a 1/4-page picture originally and 
then reused as a 1 1/2-page spread (as I had happen with these 
people)...  Is it double the one-time use fee, triple, 10 times?  Please 
help me here.
