Any decent camera can take decent slides, which will improve vastly with
by a tripod.

When you want to take better than decent slides you must use a tripod
and will need superior lenses on a camera that has full 100% viewfinder,
shutter release, and mirror lock.  To my knowledge only top end Nikon,
Leica, Contax offer all this.

I always use Velvia, and never shoot in strong sunlight.  If you are
shooting slides for publication use ASA 40 or 50 depending on the
production team, (but bracketing has saved many a shot for this pro!). 
If you are shooting for slide projection shoot ASA 64.  If you are
traveling, have to shoot in strong light, can not take a tripod and
don't mind the expense of the film, Kodachrome 200 would be my choice. 
(Yes, it is still made and I think retails for $24.)
