Nan -- some publishers put the onus on the author when it comes
to buying art for books.
I've talked to several authors who had to arrange for photos with
photographers. Carolyn Harstad had to pay for the photos and secure
the rights for her Go Native! and Got Shade? books, both published by
Indiana University Press.
I don't think an illustrator would be any different. If you can
purchase the illustrations or secure her services in a contract (first
North American rights, etc.), you can take that with you to the
publisher. I could be the publisher may want other arrangments with
the illustrator, such as a royalties or another illustrator, but
unlikely. For one thing, the book is your concept and bringing it to a
publisher as a package help him/her see what you envision.
If the illustrations are botanical, then frequently, a botanical
illustrator is hired. This is a specialized skill. Not every
illustrator can draw flowers, especially their inner parts, with an
understanding of botany. Also, well-published illustrators frequently
will work on a project only when hired by the publisher.
Also, check in the GWA directory for illustrators and contact
some of them to see what their experiences/requirements are.

Subject: Different Q about illlustrators
When working with an illustrator, how do you arrange payment - I am
talking about books here... I am working on a book proposal with an
illustrator. I am pretty sure I can get this book sold to a
publisher but I am not sure whether I need to first purchase the
illustrations outright or talk with her about a percentage of the
gross or??? How is this done?
