John, there is not a clear "no" to this. It depends on what rights you sold.

For instance, if you sold all rights, the publisher doesn't have to clear any use with you. You gave them the right to use it that way.

Read your contract carefully. Nowadays most publishers' contracts include electronic use as well as any other rights they buy, specifically so they can use it on their websites.  They also usually include clauses about using it---in whole or in part---for promotional purposes; and can (and have) argue that the web site is a promotional use.

What I'm saying is that you may actually _have_ given them specific permission, and either don't remember it or didn't notice and the time.
