You don't mention what state you are in or whether the debtor is fairly
local. But all states have some kind of small claims procedures. In
Pennsylvania you can file a claim with a district magistrate. It doesn't
require a lawyer. The magistrate issues an appearance, the two of you get
together with him or her, hash it out, and the magistrate makes a
decision.

There is a small filing fee -- 35 bucks here I think, maybe less -- and
with the small amount involved, you might not want to spend it. But that
doesn't mean that you can't threaten it. But you need to make the threat
sound real. I would send a letter, registered (for no practical reason
except for the impact) setting a date certain and informing the editor
that unless the account is paid you intend to file on that date. It would
be helpful to check out the small claims procedure in your state so you
can include information that makes it look as if you know what you are
doing.
