That's an intriguing map. Thanks for the link. Have you seen a Japanese beetle map? Isn't it amazing how plants and insects respect political boundaries?

The NPS distribution map doesn't specify where exactly in PA the  
problem might be.  There probably is a county map somewhere however.  
Buddleja isn't on the banned lists for MA and CT so apparently it  
isn't an issue there either.
I hadn't thought about rooted cuttings.  Mine are killed back to the  
ground -- or killed outright -- every winter as are Graham Rice's, so  
they never get pruned into live wood.
