The University of Rhode Island has an excellent 32 page  download that I 
often suggest.  You can find it at

most comprehensive (and free)  resources that I know of.  Rutgers

I'm the chairman of our town;s wetlands commission...one  out of every 
three properties in Bedford (NY) has wetlands so we see lots of  applications.  
I think about a third of all the applications include rain  gardens as 
mitigation in order to satisfy state requirements to control run off  that is 
caused by Federal enabling legislation to control storm water  runoff.
