I want to scan and put on disk an old horticulture book, published in
1937.

Using the 56 yr rule (28x2) yields 1993 as the last year that copyright
could be maintained.

However, I understand that if the copyright was renewed after 1962 it
would have been renewed for 47 years, which would put it out to 2012.

Is there any simple way to find out if the book is in public domain?

I realize that I can pay royalties to the estate, but the hassle of
getting the rights might deter me.  The market for the eBook would be
quite limited.

Appreciate any help.
