Melanie, although it can vary, newspapers usually buy limited rights. In the old days this almost always meant one-time newspaper rights only. Nowadays, however, more and more of them are buying electronic rights as well.
However, if there was no formal agreement, you can assume one-time newspaper rights, and reuse the work as you choose.
