building lists


Does anyone have any suggestions for building lists?
I meet lots of gardeners, and contact many but for the America's Home Grown 
 Veggie Show, I cannot use them. The Master Gardener Hour, I can send info 
out  thru the list of MGs and extension office, but the veggie show is a 
private  venture, so I cannot use that avenue. The other list is from the 
historical  garden where I work, and do talks, walks and newsletter, but that is 
a city  property and with several city council members on the list, I would 
be lynched  for using that list for private use as well.
 
So how do I get a list going without crossing lines here?  The station  is 
allowing me to give away books and other listener things, but I have no way  
of getting this info to the gardeners I meet.
