It is the other way around. We want to be protected (insured against) anything
happening on the trip...to the participants and their belongings. We don't want the
participants coming to us and our very shallow pockets if something goes wrong.

Who handles this for GWA events and tours?

What is it that you're trying to insure against/for?   There would seem to 
be little if any liability issues on the part of the master  gardeners.  
What damage could they do other than the fact that you can be  sued by anyone for
anything.  Really though..what's the  liability?
