Great suggestion, Kate. The Chicago Botanic Garden has an enabled garden (opened in late 1990s, I think)...so do several universities.
Gene Rothert wrote The Enabling Garden: Creating Barrier-Free Gardens. Rothert wrote it while at the CBG...don't know if he's still there.
