I get that issue alot in my work at WFF and at the extension office, not to mention in my own garden. I haven't been able to fix the problem with the bags of planting materials except by indoor storage and even then the small rodents try to make their winter nests in the stuff. However, for outdoor plantings, effective deterrents have proven to be the liberal use of red pepper flakes and crushed oyster shells (usually used for chicken grit) in the planting holes/containers and surrounding area. It sometimes masks the smells and certainly slows down the digging. Also very effective for bulb planting in the fall.
