Does this apply to the paid Hotmail accounts as well as the free ones? Since I paid the $19.95 to subscribe to Hotmail's extra storage space, I don't think I've had any further problems with mail bouncing, unless it's been happening without my knowledge.

After a spate of problems with Hotmail, fellow list owner Doreen Howard and
I have reached the following decision:

GWL list members who use a Hotmail account to receive their listserv mail
have 30 days to transfer their subscriptions to another address.  The
Hotmail servers are frequently overloaded, and GWL messages are not being
delivered.  This backed-up situation causes problems for the GWL server
also.  Please explore other dummy email services to use, such as Excite and
Yahoo.  Their servers seem to be able to handle volume.
