Well, seeds would be good, especially unusual ones ? and what about donating some extra seeds in the gardeners name to a local food pantry so that people there could pick them up and grow some of their own food come spring. It makes a nice way to mention Plant-A-Row after the season is finished.

Oh you have to love editors.  Have a Monday deadline for a short newspaper supplement on food and cooking that will be distributed between Thanksgiving and Christmas.  They think a short piece on gifts for the vegetable gardener would be nice.  Open and desperate for all ideas.
