Free deer fence?

A reader in Southeast Pennsylvania just contacted me with an interesting 
offer. He has an electric deer fence that covers about a quarter acre that 
he wants to donate to a non-profit organization. He asked me for ideas. Does 
anyone know of some kind of public garden that might use it?
