I have rooted citrus without bottom heat.  I did use rooting hormone.
My technique was done during the summer.  I made sure the cut was fresh,
dipped it in rooting hormone and stuck in the ground.  I started with
three cuttings and ended up with two.  

They were sent to me in the mail.  I don't know if citrus is like cacti
and needs a few days to dry or not.

You can also graft citrus.  

I hope this helps.  Feel free to let me know if you need more details. I
do have a book that seems to have considerable information about
propagation of citrus in it.
