The Las Vegas ReviewJournal has a weekly garden column written by Linn Mills, who is especially interested in fruits and vegetables.
 
The Las Vegas Valley Water District also has a Desert Demonstration Garden and maintains research libraries and has begun construction of a world-class preserve, The Las Vegas Springs Preserve.  Until recently, the Demonstration Garden had an arbor covered with a massive, producing grapevine.  I would think all of these would be interested in your book, Lon.

I found a central organization for Extension Agents, but the Master Gardeners don't seem to have that, so it's state by state with them.

Cooperative Extensions usually have a research library besides what material they generate themselves.  A definitive book on grapes would fit right in.  Also, Master Gardeners come from Cooperative Extension training, so that's where you'd find addresses for MG newsletters.
