Not so. They are enforcing and seed is being stopped and sent back if unaccompanied by a phyto. As with all other laws, not every violation is being caught, and many seed packets may make it through for each that is stopped. Nonetheless, those that are recieved without paperwork are coming in illegally.

I wouldn't agree. It's a major problem and the government is beginning to realize it. There is a proposal currently being looked at to simplify the procedure. A permit will still be required but the phyto may go by the boards.
"Testing" the law is not something I'd brag about. Not only are you admitting violating the regulations, you're implying that it's easy to do so--and condoning it.

This is emphatically NOT the case. Tread very carefully here. No one on this list would shoplift--but it's probably easy to get away with. Most drinkers don't get caught when they drive.
Rules are rules. We may not like them, but it doesn't matter--they are still the rules.
