It depends on what the restrictions are on the clip art. Sometimes they may have different resolutions...lower for free, higher res for $.

Also, there may be restrictions for certain commercial uses of the art. The clip art you buy should spell all this out.

On the premise that there is no such thing as a "dumb" question:
 
If one purchases a clip art computer program, do they then have the right to use those images?
 
If I were to self publish a book should I do my own line drawings for the whole thing or can I supplement with images from a purchased clip art program?
