Not quite, Fran. But, in 99.999% of the time it's close enough to make no never mind.
The owner of the material has choosen to make it readily available to a large population for free (sometimes) or for a modest fee. But they haven't actually given up ownership. What they've done is granted non-exclusive unlimited usage based on the terms and conditions they decide on. Those terms and conditions will be spelled out in the clip-art book or program.
Because of this, clip art is often thought of, and percieved by users, as being in the public domain. But it actually isn't most of the time.
