Depending on what you want, and the level you are at and your  willingness to 
drive, London has the best flexibility.  Gardens at Kew,  Chelsea (Physic) 
and Hampton Court, plus the show.  The museum of Garden  History is next to 
Lambeth Palace etc and lots of smaller gardens too and all on  the tube.  Trains 
to B'ham for the Botanical garden plus an Elizabethan  garden, whose name 
escapes me.  Also St Austel, which someone mentioned is  good but the problem is 
tough to get around unless you drive.  Both Heligan  and the Biosphere thing are 
there, and there might also be a real hotel by now  too, but is easy to get 
to from London.  Timewise, if I could get 10 days I  would be happy.
