[GWL]: Question On Querys

Hello.  I have a rather unusual situation.......I think.  I have been sending out queries to alot of magazines and web sites.  I get a first response almost immediately and then I write back with the ideas.
 
Now for the question.......when they don't respond right back what does it mean?  Have I suggested something way off base or are they just not interested?
 
Also, I had one magazine ask for my resume after we spoke several times.  Any ideas on why this was?
 
Am I doing something wrong?
