Weeds of the West is the bible for the Intermountain West and most of the 
northern coastal west. it has an agricultural focus but great descriptions 
and pictures. It is standard reference in the Extension offices.

Also the state weed boards in Oregon and Washington maintain great websites 
of official noxious weeds
