Hi Doug et al,

I followed up on this, since I use Blogger for both my blog and websites.
Google automatically posts the required notice prominently (at the top of)
on your site, when it is viewed in countries that require it. If you have
significantly customized a Blogger template as I have, there is a
possibility that the notice may not render correctly (it did on mine).

As of September 30, 2015, Google will require that you have a cookie opt-in
displayed prominently on your site for all European Union (EU) and United
Kingdom (UK) visitors, if you have AdSense or DoubleClick for Publishers ads
on your site, or use Google Analytics tracking code.

Now, you may think that because you're in North America, this doesn't apply
to you.  As far as I've been able to find, if you have a single visitor from
the E.U. it does (and you all do sooner or later)

p.s.  now you know as much as I do. Having said this, there is a rumoured
amendment coming that exempts small business from the onerous problems of
maintaining this.  But it's only a rumour at this time.
