Yes, trees and shrubs should not be fertilized in the late summer-because new 
growth does not over winter to well.
But on plants like Hosta and Daylilies some new growth will develop but that 
just means the plants have more area to form new and larger buds for next 
year.
On Hosta only a small number of the buds grow each year into stems so do not 
fear the new growth-there are plenty of buds down there yet.
Hosta are right now actively growing roots so it's also a great time to 
divide and replant.
