I have limited experience with seedlings, but from what I've done I would
wait until they have four or five leaves (1)
(2) I've seen little difference when I used 1000 or 2000, so I'd stick with
the 1000.
(3) I'd say closer to runoff
(4) I drenched some plants last July and could see no difference in those
and the sprayed plants.  Since the drenching
used significantly more BAP I not going to drench anymore.
(5)I am at the 30 day stage for my seedlings and am going to spray those
plants that have not produced offshoots
but am not going to respray those that have offshoots for fear it will be
too hard on the seedlings.

This is all new so your results may be different and any trial is worth
doing at this point.
