I would say that root growth is NOT dependent of 'top growth,' juvenility
(juvenile plants produce more roots that mature plants) and "stress" have
effects on root generation. Timing is also a factor. (Hosta do not grow a lot
of roots in the spring but do grow a lot of roots in the late summer/fall)
planting depth also effects root growth. (plant deeper for more roots (up to
1.5 to 2 inches) also dependent on Hosta) 

For me best root growth is produced in one gallon pots with a nice soft well
draining soil/peat/perlite mixture, with plants taken and potted up in August.
With the addition of a mycrhizal fungi and the use of foiler applications of
fertilizer.  the plants that work best for maximum root production are those
that do not have a lot "woody" stems- that is those Hosta that come from
smaller clumps instead of those large chunks of  rhizomes, if i have "woody"
sections to plant they need to be planted deeper so that the new roots form on
the stem (petiole) instead of at the bottom or sides of the rhizome. The
alfalfa treatments seems to be having a positive effect too.
