It is a plan to try to get all currently unregistered hostas officially
registered by 2001.  Unfortunately some of the provisions of the plan
are ridiculous.  If you check the archives
http://www.mallorn.com/lists/hosta-open/   for December for the topics
preferred growers, or unregistered hostas you should get more details.
