It could be cutworms. They are usually dark in color and are nocturnal.
They crawl under debris or 1/2" deep in the soil during the day. They can
do a lot of damage to small seedlings. Control is best done at night with
something like Sevin (Carbaryl), Cygon (dimethoate), Orthene, or Astro
(permethrin...active ingredient in most Raid cans). DiPel or Bt
formulations will work but must be ingested.
