2 non hosta questions, about trees

Hi all!
Would anyone know what the approximate value would be for an eight foot tall Smoke Tree?
About a month ago a run a way garbage truck wiped out the one in my mom and dad's front yard.  The insurance co. wants to tape it back up and give them $250.00.  I told her the tree was dying, so taping it back up wouldn't do any good.  There is new growth coming from what is left of the trunk, but that will take years to get back to where it was.
 
Second question, I need to move a Purple Stemmed Willow and a Thread Leafed Buckhorn this fall.  We want to add an attached garage and they are right in the middle of where it will go.  They have been in the ground about nine to ten years.  Is there something I need to do to prepare them to be dug and moved?
