I think it's very likely that this will happen.  The only problem is that only
the people who attend the convention and already have the opportunity to vote
will be allowed to determine if they want to let the rest of us have a say.  I
would bet that if the issue were decided by the entire membership it would be
changed in a minute.  What is it that you feel makes the people at the
convention more qualified to make these decisions than the membership at large.
Would you feel the same way if they told you that you couldn't vote based on
where you happened to be on a certain day?  Can anyone who does not attend the
conventions find a justification for the present system, or is it just the
attendees who like it the way it is?
