Another thing to keep in mind is that a change in pH from 5.5 to 6.5 is 
actually a tenfold change.  pH is a logarithmic function.  Regardless, it 
could take about 6 months to see any pH change.

Why not sample several areas about 4" from the top and mix them in a bag.  
Then take a composite of that sample into a plastic bag and send it to your 
extension service for pH and soil nutrition (N-P-K).  It probably will cost 
about $10, but you'll get the accurate rate of lime and fertilizer needed.
