Actually, according to the 1995 edition of "The International Code of
Nomenclature for Cultivated Varieties", BOTH the Minnesota Landscape
Arboretum AND the AHS are the International Registration Authority. David
Stevenson is the person selected to operate in that capacity. It also lists
the British Hosta and Hemerocallis Society as a regional IRA which funnels
thorugh the others. I didn't see any others that had this structure listed
in the publication.
David could probably give ius a better understanding of how it actually
operates.
