Sounds like whitefly, though I've never seen them myself, but my trusty
houseplant book says they are "tiny white moth-like insects that fly
up when plant is disturbed. Larvae suck plant juices, causing general
weakening. Thrive in dry climates, generally on flowering plants." For
getting rid of them, it says "Wash off tiny wingless larvae. Apply
insecticidal soap as recommended. Control adult whitefly with spray of
insecticide containing Pyrethrum or Malathion."

See, this is why I never put any of my houseplants outside--BUGS! Yuck!
